Abstract

Background: Long-term care institutions housing high-risk residents face significant vulnerability during emerging infectious disease pandemics. The elevated mortality rates observed during COVID-19 emphasize the urgent need for enhanced infection prevention. This aligns with key United Nations Sustainable Development Goals (SDGs), including SDG 3 on health, SDG 10 on reducing inequalities, and SDG 17 on fostering partnerships to achieve shared objectives.

Objective: This action plan seeks to establish a safer, more resilient environment for often-overlooked vulnerable populations in long-term care.

Methods: The plan follows Global Health Advocacy Action Plan steps, including public education, advocate training, collaboration building, and action monitoring.

Expected Outcomes: This plan emphasizes the essential role of long-term care institutions during infectious disease outbreaks and advocates for policies that enhance pandemic preparedness. By supporting the "Forgotten and Vulnerable," this initiative contributes to the United Nations' goal of "leaving no one behind."
